I have the honour to inform you that Mr. E. Dougherty, the senior Overseer in the Public Works Department has been recently reported to me by the Director of Public Works for drunkenness.

2 Charges were framed against Mr. Dougherty and the question of his suspension was brought before the Executive Council on the 13th instant. In view of his previous good service and of the fact that he had taken the pledge to abstain from intoxicating liquors the Council were of opinion that the Officer deserved punishment but not the full penalty of suspension, in which opinion I concurred.

3. I have therefore under No. 89 of the Rules and Regulations for His Majesty's Colonial Service ordered a reduction in Mr. Dougherty's pay from $150 a month with Exchange Compensation to $135 a month with like compensation for a period of 2 years.
